Lucknow: Reversing another order of Satyendra Singh, former vice-chairman of Lucknow Development Authority, divisional commissioner Anil Garg has cancelled proposals to convert 58 residential properties into commercial ones. The owners of these properties include some of the top leaders of Samajwadi Party.
Garg held a closed-door meeting with LDA officials on Monday to review the authority’s major decisions in the recent past.
The list of affected individuals includes names like Shivpal Yadav, former PWD minister; Sadhana Gupta, wife of former chief minister Mulayam Singh Yadav; Satyendra Singh, former vice-chairman of LDA; Pandhari Yadav, former housing secretary; Arvind Sindh Bisht, information commissioner; and Ambi Bisht, joint secretary of LDA.
The Lucknow Development Authority had approved commercial activities in 71 residential areas in August 2016. The applicants were allowed to use only a section of the residential premises for commercial purpose.
LDA secretary Arun Kumar said, “Out of the 71 applicants, 58 failed to deposit impact fee on time, while the rest of the cases have been put on hold as the LDA has received objections from neighbours of these applicants, saying that commercial activity in the residential area would disrupt peace and cleanliness.”
The applicants had to deposit ‘impact fee’ to the LDA. For opening a bank office in such a property, one had to pay half of 25% of the property’s value as an impact fee, while for a school, hotel, hospital or a nursing home, a quarter of 25% of the property’s value was needed.
Satyendra Singh is among those who haven’t submitted the impact fee as yet. An inquiry has been ordered by the divisional commissioner for sanctioning of a DPR to a 200-acre township on a disputed land to Arindam Sekhar Garments Marketing Pvt Ltd.
Garg has also scrapped LDA’s December 2016 order to make vice-chairman the sole authority to approve a change of land use. Henceforth, all such matters will be sent to the board for approval.
