THIRUVANANTHAPURAM: World Bank on Wednesday gave approval to the proposal for an  ambitious project of Local Self-Government (LSG) Department to conduct  baseline survey of local bodies to analyse the service delivery performance and citizen satisfaction. The survey will be a project appraisal for all the panchayats in the state. An Expression of Interest (EoI) was invited from various agencies to conduct the survey. Project director of Kerala Local Government Service Delivery Project Ajith Kumar said that six agencies had been shortlisted for the purpose.The guidelines of the World Bank and Union Government for implementing the project will be forwarded to all the companies, he said. “All the companies will be given 28 days to submit the proposal and make a presentation. The agency, which is eligible according to the guidelines, will be decided through the technical qualification bid,’’ he said.He said that all the formalities for the baseline survey could be completed by May 21, 2012. The survey is expected to start on June 15, 2012.The survey will be completed in two phases. There will be a mid-term survey, completed in two years, and a final survey, after four years.The final survey will be completed only after evaluation of the mid-term survey. If there are any anomalies, necessary changes will be made."The baseline survey will evaluate the performance of the local bodies, progress and drawbacks of the ongoing and completed projects. This project will also help raise the level of service deliveries by the LSGs using modern tools of planning, development, project implementation and transparency in administration,” he said.This survey will help bring transparency in administration to ensure that revenue is increased and utilisation of financial resources has been improved, thereby improving the standard of living of the people. It will also assess poverty levels, infrastructure and service delivery prior to the implementation of projects.The income status - proportion of residents who are poor, housing and rental structure, social and physical access to infrastructure, cost of  living and cost of basic services, economic activity of the LSG, health, education and environment too will come under the survey.This survey could be used by all the government agencies for implementing various projects in local bodies.
