The draft Bill to amend Article 371 of the Constitution, which was approved by Cabinet Committee on Political Affairs gives equal opportunities to Hyderabad-Karnataka (H-K) region in various fields, including employment and education.

Provisions would be made for establishment of separate development board which can submit report on  its working directly to the Assembly every year. Union Labour Minister Mallikarjuna Kharge gave details about the draft passed by the Cabinet Committee on Thursday at New Delhi. He said that the draft would also provide opportunities for the state government to provide equitable allocation of funds.

It would also provide equitable arrangement for providing adequate facilities for technical education and vocational training and extend adequate opportunities for employment in services under state government for H-K region.

The state government has been given powers to frame the relevant rules and regulations for providing reservation for people of H-K region.

“According to the draft, the state government can determine reservation in admission to any university or other educational institutions to candidates who have lived or studied for a specific period as specified by the state government,” Kharge said.

The  draft may come before the Union cabinet any time. The approved draft would be presented in the Parliament in the Monsoon Session which would commence from August 8.
