The Supreme Court on Thursday issued notices to the Centre and state governments on non-utilisation of Nirbhaya Fund.
The apex court asked the governments why the Rs 2000 crore corpus is not being utilised and disbursed among victims of sexual offences. The court also sought response from Centre and states on forming a national plan for providing compensation to rape victims and witness protection programme.
A Parliamentary Committee had earlier rapped Women and Child Development Ministry for letting Nirbhaya Fund "lay idle" for last few years even though crimes against women have been on the rise. The panel had also asked it to come up with concrete steps to ensure safety of women and submit a status note on the use of the amount.
Pointing out that the Nirbhaya Fund had a total of Rs 3000 crore as Rs 1,000 crore was allocated to it for each year from 2013 to 2016, the panel had said the ministry has not come up with a clear strategy to ensure its proper utilisation.
