New Delhi: Delhi Chief Minister Arvind Kejriwal and Deputy Chief Minister Manish Sisodia on Tuesday evening met President Pranab Mukherjee on the controversy over appointments of bureaucrats to key posts by Lieutenant Governor Najeeb Jung without consulting the state government.

After meeting the President, Sisodia said, "We told President that L-G is trying to run the government as if there is President's rule in the capital."

He claimed that President was also very concerned about the issue and said he will look into it. "We told President how L-G is directing officers directly and threatening them to transfer if they are not acting on his behest," Sisodia added.

Talking about senior IAS officer Shakuntala Gamlin's appointemnt as Delhi's acting Chief Secretary, Sisodia said, "We later approved it and now Shakuntalaji is working as acting Chief Secretary, but now L-G is also interfering in appointment of Secretaries."

The Aam Aadmi Party government on Tuesday morning appointed Arvind Ray as new General Administration Department Secretary as a replacement for Anindo Majumdar whom it had sacked.

The Lt Governor also met the President and Home Minister Rajnath Singh to discuss the issue.

The AAP government had on Monday night directed all its officials to apprise the CM or the minister incharge of any oral or written direction by the L-G's office before following them.

"To ensure smooth functioning of day-to-day affairs of our government in accordance with the Constitution of India, the Government of NCT of Delhi Act and Transaction of Business of the Delhi Government it is hereby ordered that any direction or order, whether oral or written, received from Honorable L-G or his office to the Chief Secretary or any administrative Secretary, shall first be submitted by the concerned administrative Secretary/Chief Secretary on the file to the Minister in-charge and the Chief Minister for a decision," the order said.

The order came amid deepening confrontation between Kejriwal and Jung over appointments of top bureaucrats in the Delhi government. Earlier in the day, the AAP government told the L-G that it would not comply with his "unconstitutional" orders.
