KOCHI: Urban Affairs Minister Manjalamkuzhi Ali on Friday said that process for disposal of waste has been initiated. The process has been kick-started in the Kozhikode, Ernakulam and Thiruvananthapuram corporations, he said after inaugurating a seminar on ‘City Administration Development’ here.Speaking on Kerala Buildings (Lease and Rent Control Act), he said that certain municipalities have expressed doubts over it due to which the government has constituted a committee to look into the concerns raised.Meanwhile, Kerala Institute of Local Administration director P P Balan said that Kerala is highly developed in 3 Fs- Finance, Functions and Functionaries. Despite development, the institutions are not able to take independent decisions, he added. “The focus of the 12th Five Year Plan is faster, sustainable and more inclusive growth,” he said. Balan also elaborated on the concept of Municipal Police, which he said is a team that ensures municipal rules and policies.
