New Delhi: On the second day of the BJP National Executive on Tuesday, senior leader M Venkaiah Naidu proposed the dos and donts that direct the organisational secretaries to shun any kind of publicity, party sources said.

The guidelines also provided that in the event of the Secretaries wanting to enter electoral politics, they would have to resign from their posts and remain in an incubation period of two years.

The second day also witnessed the BJP trying to strike a balance between merit and caste factors over the quota issue ahead of Assembly elections in four states early next year.

On Monday, the party had emphasised the need to protect merit as it supported reservations for OBCs in educational establishments.

In a move seen as RSS' tightening its grip over the BJP, the saffron party on Monday amended its constitution to give sweeping powers to its president Rajnath Singh to appoint and remove Sangh nominees as party Organising Secretaries from the district level upwards.

The event is being attended by former Prime Minister Atal Bihari Vajpayee, BJP chief Rajnath Singh and LK Advani among others.
