CHENNAI: The State government on Friday introduced a Bill to set up National School of Law (NSL), a university and an advanced institution for imparting legal education keeping pace with the changing global scenario. The headquarters of this national-level institution will be in Chief Minister J Jayalalithaa’s Srirangam Assembly constituency.The Bill was introduced by Law Minister C Ve Shanmugam. As per the announcement made in the revised budget for the year 2011-12, the NSL would come up at Navalur Kuttapattu in Srirangam taluk on 25 acres of land owned by the Tamil Nadu Agricultural University.The NSL will be on the lines of the NSL at Bangalore which was established in 1986. A national-level Common Law Entrance Test (CLAT) will be conducted for admission to the university. By setting up of this university, more Central funds can be received for legal education. Already, 12 States have National Schools of Law.Chief Justice of the Madras High Court will be the chancellor of NSL. The CJ may nominate a judge of the HC as the chancellor of the School.  State Law Minister will be the pro-chancellor.NSL, Bangalore has exchange programmes with the National University of Singapore, Osgoode Hall Law School, York University, Canada, Bucerius Law School, Germany, etc. A similar programme can be evolved for the NSL to be set up at Srirangam. Tamil in SchoolsResponding to the contention of Congress member Gopinath that students whose mother tongue is Telugu, Kannada or Malayalam faced problems because Tamil is compulsory subject, Jayalalithaa said that irrespective of the mother tongue, all students should study Tamil, and there was no change in that policy.
