BANGALORE: The ongoing tug-of-war between Bangalore University Vice-Chancellor Dr N Prabhu Dev and Registrar (Administration) B C Mylarappa reached new heights on Friday.A day after VC Prabhu Dev inaugurated the ambitious Examnination Adalat as part of the varsity’s ongoing exam reforms, Registrar Mylarappa served a big blow by issuing an order relieving Special Officer (Exams) Syed Jamal of his duties.A retired employee of the Common Entrance Test (CET) Cell, Jamal’s appointment as Officer on Special Duty for Examination Branch for a period of one year was approved by the varsity’s Syndicate in March 2009. Despite expiry of his appointment period, Jamal continued to function as a Special Officer.“The services of Syed Jamal as officer on special duty are no longer required and he is accordingly relieved of his duties with effect from the afternoon of April 27,” Mylarappa’s order stated.The order further stated, “The Government Auditor, in his observation, has pointed out that his (Jamal) continuation beyond one year was objected as per Section 56(1) of the Karnataka State Universities (KSU) Act, 2000. He is continuing to work as officer on special duty beyond April 1, 2012, without further continuation orders by the Registrar, in consultation with the University.” However, Syed Jamal said,“I have received another order from the VC that asks me to continue in my position as Special Officer. The Registrar’s order stands null and void,” he said.VC Prabhu Dev was unavailable for comment.The Government Audit report on February 2, 2012, necessitates recovery of paid allowances of Rs 6,98,431 and conveyance of Rs 6,11,861 that Jamal received between April 2009 to March 2012. The Registrar has directed Finance Officer (FO) Prof N Rangaswamy to recover the amount. “The FO is requested to send a report with regard to the recovery of the amount from Syed Jamal, as objected by the Government Auditor,” the order stated.
