New Delhi: Tearing into the BJP ahead of the civic polls, Union Minister Kapil Sibal on Friday alleged that there was "multi-level corruption" in the BJP-ruled MCD and accused it of not utilising funds allotted by the Centre and city governments for executing development works.
Sibal, MP from Chandi Chowk in the heart of the capital, listed non-authorisation of resettlement colonies, increasing parking charges and toll tax and the poor condition of schools in the city as some of the major failures of the civic body.
He also accused the BJP of "side-stepping" real issues that concern the civic polls and deflecting attention from its failure in its campaign for Sunday elections.
"The performance of BJP is a disaster. They have nothing to show. The Delhi and the Central governments have alloted a lot of funds to the MCD under a number of schemes. Nothing has been utilised. They have nothing to show to the people. There has been no development in the past five years," he said.
"They embarked on the plan to construct multi-level parking, but what is happening is multi-level corruption. Corruption at all levels...from the ground floor to terrace, from top to bottom," he alleged.
Sibal said the Centre sanctioned Rs 469.78 crore for these projects under the JNNURM to be completed by 2012 and claimed that only seven multi-level parking projects are underway.
The Telecom Minister said the Urban Development Ministry issued a notice in 2009 asking unauthorised colonies to submit their layout plan for regularisation.
"The delay by MCD in clearing these layout plans has resulted in a situation of status quo till now," he said.
