HYDERABAD: The UPA government at the Centre violated the federal spirit of the Constitution by vesting all encompassing and sweeping powers in the proposed National Counter-Terrorism Centre (NCTC) in the Intelligence Bureau (IB), Telugu Desam president N Chandrababu Naidu has alleged.In a letter to prime minister Manmohan Singh on Friday, Naidu said it had come to his notice that the ministry of home affairs, in its office memorandum on February 3, vested NCTC with sweeping powers in violation of the federal spirit.The director of NCTC, specified as designated authority under Section 2(e) of the Unlawful Activities Act (Prevention) Act, 1967, and his officers can arrest and conduct search without prior consultation with the state governments concerned, Naidu noted.“They can have access to information, documents, reports from all the civil authorities directly from the functionaries of state governments. It is quite inexplicable that such an important order, having ramifications over Centre-state relations, has been issued without consulting the state governments and political parties.
