The proposed amendment to Article 371 of the Constitution is neither on the model of Telangana nor on Vidarbha but it is a unique model which has incorporated both Telangana and Vidarbha models.
Highly placed sources in Union government from this region told Express that the Bill on Amendment to Article 371 of the Constitution is ready to be presented in the Monsoon Session of Parliament. The Bill would empower the state government to provide special reservation in employment and education for Hyderabad-Karnataka. It would also develop the infrastructure of this region. Bidar, Gulbarga, Yadgir, Raichur, Koppal and Bellary districts would be benefitted following the ammendment.
Sources said in Telangana model only reservation in employment and education has been provided while in Vidarbha model a statutory board has been created for the infrastructure development of the region. In the proposed amendment, the state government can frame rules for reservation in education and employment for the youths of this region and also propose for infrastructure development. If the state government sends proposal seeking financial assistance for infrastructure development in the H-K region, the Union government has to consider it on priority bases.
Sources also said that the Union government has no intention to bifurcate Bellary district from Hyderabad-Karnataka region in terms of providing facilities. Though it was not a part of erstwhile Hyderabad state, it was included in Hyderabad Karnataka area Development Board and Gulbarga Division. “Let that district also enjoy the benefit of the amendment was what the Union government thought,” said sources. The people of this region were dreaming of this amendment since 1995, when the then urban development minister Vaijinath Patil in Deve Gowda’s cabinet toured Telangana and Vidarbha and submitted a report to chief minister Deve Gowda asking him to pressure the Union government to facilitate the amendment.
