From 1978 to 1983, he served in the capacities of second and first secretaries and later as counsellor of the Secretariat of the First Deputy Minister Foreign Affairs of the USSR. From 1993 to 1997, he was Ambassador to Nepal. Kadakin was appointed Ambassador to India in 1999, a post which he held up to 2004. Following a stint as Ambassador to Sweden, he was back as Ambassador to India from November 2009 onwards.
