BHUBANESWAR: The State Government on Wednesday said that a decision could not be taken on the Titanium project proposed to be set up in Ganjam district as the matter was under consideration of the arbitration tribunal.“There has been a delay in implementation of the Titanium project. But the Government can do little as the matter is sub judice,” Industries Minister Raghunath Mohanty said in the Assembly to a question from Adikanda Sethi (CPI).The Minister, however, assured the members that the Government would take steps to ensure its implementation after the judgment.The Titanium Products Private Limited (TPPL) is a joint venture between Saraf Agencies Private Ltd and a Russian firm. While the Russian firm holds 51 per cent stake, the Indian partner has 49 per cent share. The partners differed on certain issues and hence, the case in the arbitration tribunal, the Minister said.Though the State Government as well as the Centre had made several attempts to end the dispute, it could not be resolved. The Indian partner which claimed to have invested about Rs. 200 crore had gone to the tribunal to settle its claim, he said.The proposed titanium plant aimed at production of titanium dioxide and other titanium products in Orissa. The joint venture, which was intended to supply 30,000 tonnes of titanium dioxide and up to 45,000 tonnes of titanium slag a year, was planned as a pilot project to use India’s Soviet-era rupee debt to Russia to finance joint projects in India.
