New Delhi: The Supreme Court has directed the Centre and state governments to form a board for transfer and posting of civil servants within a period of three months.
The verdict is expected to bring some relief to bureaucrats like Haryana cadre IAS Ashok Khemka who often find themselves vulnerable to transfers by the respective state governments.
"All governments should make rules to have minimum tenure for civil servants within a period of three months as this ensures efficiency," said the top court while delivering the judgement.
The apex court said that civil servants were often influenced by politicians and this in fact was responsible for the deterioration in the functioning of bureaucracy.
The court said fixed tenure to bureaucrats will also promote professionalism, efficiency and good governance. "Civil servants today have no security of tenure. They often put in writing verbal directions from their superiors and politicians," said the court.
