The CBI, in its fourth chargesheet in Kadapa MP Y S Jagan Mohan Reddy alleged illegal assets case, accused Dharmana Prasada Rao of having knowledge that the lands for Vanpic project had to be allotted to Vanpic Ports Private Limited but he allotted lands to Vanpic Projects Private Limited which is owned by industrialist Nimmagadda Prasad.
Rao, the then revenue minister, also concealed information about various issues of the Vanpic project which benefited Nimmagadda Prasad, the CBI alleged.
On the former revenue minister's role, the CBI said that he issued GOs allotting land to Vanpic Projects Private Limited which is completely owned and controlled by Prasad. But the lands were to be allotted in the name of Vanpic Ports Private Limited, a special purpose vehicle created for execution of the project. By allotting the lands to Vanpic Projects, the lands can not be taken back by the government and it is Prasad who would be benefited by the allocation.
The CBI alleged, it was the minister who issued GOs giving the promoter a right to acquire lands and pay the land owners instead of the government.
