A meeting held here on Monday to discuss the proposed amendments to the SC/ST (PoA) Act and Rules said the Act had several loopholes to allow offenders to escape and called for immediate amending of the two decades old Act to provide speedy justice to victims of atrocities.
Rural development minister D. Manikya Varaprasad, who released a booklet on the proposed amendments to the SC/ST (PoA) Act, said it was the responsibility of every citizen to ensure justice to oppressed people and no one could run away from his or her responsibilities.
Retired IAS officer S Chellappa attributed the increase in the incidence of atrocities on Dalits and tribals to lack of proper education, unity and lobbying.
He said the present education system’s failure to inculcate proper moral, ethical and human values in people was another reason for the growing malaise in society.
He suggested time-bound disposal of cases registered under the SC/ST (POA) Act
