New Delhi: In an effort to ease the traffic flow in the Capital, the Delhi High Court on Saturday laid out recommendations, including making punishment for traffic violations more stringent.
The recommendations, made by a Division Bench of Justices Swatanter Kumar and H R Malhotra, stressed on the need to have reasonably qualified drivers who could understand the science and art of good driving.
The court said the drivers should be at least 12th standard pass to ensure the drivers were qualified and competent.
The HC added that an educated driver would also exhibit good behaviour towards passengers.
The Court also directed the Delhi Transport Corporation (DTC) not to recruit any new driver until the Court passes the order determining the educational qualification for the drivers and conductors, when it was informed that DTC were planning to induct 3,000 more drivers.
The Court ordered the Government to issue circular and notification banning the use of pressure and magic horns used in the vehicles.
It appointed a four-member committee, comprising senior officials of Union Home Ministry, the Delhi Government, Traffic Police and Road Transport Ministry.
The Committee would be directed to regulate the use of black films on windows and front and back screen, and prohibited its use without the approval of the Committee.
