New Delhi: Barely weeks before the Indian and Pakistani Foreign Secretaries meet in New York, Prime Minister Manmohan Singh on Tuesday said that infiltration along the border has gone up in recent times.

“Infiltration across the Line of Control (LoC) and other places like Nepal, Bangladesh and the sea has been going up,” Manmohan said while addressing the conference of state Director Generals of Police (DGPs) at Vigyan Bhavan in New Delhi.

The Prime Minister also termed as worrisome attempts by secessionist and terrorist groups in Jammu and Kashmir to make common cause with "outside elements" to create an impression of turmoil in the state and said such a situation must not be allowed to develop.

He also pointed out that gunbattles with terrorists and infiltrators has risen sharply in recent months indicating that terror groups were making attempts to cross over into India.

Singh also described Naxals as the biggest threat to the nation's internal security, bigger than even terrorism from across the border.

"In many ways left-wing extremism is greatest threat to our internal security. We have discussed this for the last five years and I must say frankly that we have not achieved as much success as we might have lacked in curbing the menace," he reiterated

While addressing the state police chiefs, Manmohan complimented the force for its vigilance against terrorism over the last one year.

He said, “During the past one year much success has been achieved. Many terror outfits have been dismantled, several important arrests have been made and it is owing to your vigilance that no major terror attack has taken place after the Mumbai attack in November last year.”

The Prime Minister also said firm but compassionate handling of law and order matters could bring about substantial improvement in the prevailing state of affairs in the northeast states.
