AAP's Jan Lokpal Bill unconstitutional, says Solicitor General
Parasaran has insisted that the Lieutenant Governor's prior approval is necessary to pass the Bill.

New Delhi: Solicitor General Mohan Parasaran has called the Aam Aadmi Party government's Jan Lokpal Bill 'unconstitutional'. Parasaran has insisted that the Lieutenant Governor's prior approval is necessary to pass the Bill.

Parasaran, whose opinion was sought by L-G Najeeb Jung on the constitutionality of the Delhi government's proposal to enact the Bill without seeking Centre's clearance, is understood to have conveyed to him that it will be illegal if it is enacted without the consent.

Minister of State for Information and Broadcasting Manish Tewari has said, "If at all the the Solicitor General has said so, then it is our duty to protect the Constitution."

The Congress had earlier said that it will not support the Jan Lokpal Bill if it is brought by the Aam Aadmi Party government without following "constitutional norms". Congress's assertion on the issue came after the AAP government made it clear that the Bill will not be sent to either Home Ministry or the Lt Governor for approval before tabling in the Assembly.
