THIRUVANANTHAPURAM: The State Government has accorded official sanction for the City Corporation to adopt online procedures in all the 12 offices under it for sanctioning work permit on a proposed building, including processing of application, scrutiny and decision finalisation, thereby giving impetus to a drive for more transparency and avoiding delay in results.The Corporation had made a formal request to the Government to allow switch over to the online system for duty-bound redressal of grievances in the 100 wards under it, which are covered by the 12 offices. As per the GO on the online system, all applications for permits to construct residential complexes, except those with a plinth area plan less than 60 square metre will be brought under it henceforth. Licensed and approved architects, engineers, designers and supervisors can submit plans online, for approval. On a priority basis, applications will be scrutinised once the plan of a building is submitted. Original documents should be submitted along with the applications for scrutiny after availing an approval from the DCR cell in the Corporation office. Assigned officials in the 12 offices should conduct the scrutiny after comparison of documents. If any application is rejected, the reason should be clearly marked in the remarks column. In the online system, a time frame to finalise different procedures related to an application has also been set. Accordingly, on receipt of an application, the clerical assistant should forward it within two days or 48 working hours. At the overseer level, the time frame is ten days or 240 working hours. The engineer concerned should process the application within four days or 96 working hours and an assistant executive engineer should do his job within three days or 72 working hours.At the point of executive engineer, superintending engineer and Corporation Secretary, the deadline is 48 hours or two days for completing the processing work. The entire exercise is intended to eliminate the time lag witnessed at present.In addition to all these procedures, the Corporation will also become duty-bound to publish all steps taken on a given file for building permit sanction in the official website.Also, all internal transfers and postings will be have a mandatory coverage through the BPAMAS software, says the Government notification issued on Thursday.
