BANGALORE: The political instability and internal bickering in the ruling BJP seems to have taken a toll on the administration as the government has failed to reach even 25 per cent of its target in terms of performance in the implementation of the much hyped Special Development Plan (SDP) envisaged to remove regional imbalance in the state.The state has spent only Rs 705 crore so far under the SDP during the first six months of the financial year 2011-12 across 22 departments against the total of `2,984 crore with a bad performance of 23 per cent. The SDP was envisaged to remove regional imbalance in terms of development in the state. The plan was initiated as per the recommendations of the Dr Nanjundappa Committee on Regional imbalance.The BJP government headed by Yeddyurappa in 2008, while accepting the report had worked out a road map to spend Rs 16,000 crore over a span of eight years in backward region and releasing regular funds as recommended by the Nanjundappa Committee.He constituted a high-power committee to oversee the implementation of the Nanjundappa Committee recommendations which remained head-less following the refusal of the BJP legislator Sunil Valyapur to take charge demanding a berth in the state Cabinet.Under the plan, special funds were planned for 22 departments, under the state and the district sector including agriculture, Watershed Development, horticulture, animal husbandry, transport, forest, social welfare, housing, health, education, infrastructure development, women and child development and energy.While SDP funds for road-transport (59.88%), irrigation (39%), urban development (38.83%) and tourism (36.05%) was moderate, the worst performance in achieving the target was seen in social welfare (zero %), agriculture (2.99%), SCP and TSP (1.79%), labour (13%), housing (16%) and education (21.22%). While the plan outlay under the SDP for agriculture sector was Rs 49 crore, the amount released was Rs 5 crore of which only Rs 1.46 crore has been spent. The state made a budget outlay of Rs 216.02 crore to spend under Social Welfare Departments in backward taluks. However, not a single rupee has been released after completion of six months. Another bad performance of the state under the SDP is towards the OBC zand minorities welfare. While Rs 20 crore was earmarked for the welfare of the OBC, only Rs 11 crore was released. However, no amount has been spent.
