HYDERABAD: The state government on Thursday transferred special chief secretary to chief minister J Satyanarayana of the 1977 batch and posted him as the chief commissioner of land administration in place of Pankaj Dwivedi who was appointed as the chief secretary.It has also transferred commissioner (Projects), AP Bhavan, New Delhi, Binoy Kumar (1983 batch) and posted him as principal secretary to chief minister in place of J Satyanarayana.
Satyanarayana served as chief executive officer of the National Institute for Smart Government (NISG), Hyderabad and was responsible for shaping the institute as a Centre of excellence in eGovernance at the nationallevel especially in the areas of architecture, project development and capacity building for egovernance. He has pioneered in implementation of popular projects like eSeva, CARD and eprocurement in Andhra Pradesh. He also served as chairman of the TTD's Specified authority.Binoy Kumar worked as OSD to defence minister AK Antony and in various other capacities.
