HYDERABAD: The state Congress leadership is of the view that by-elections will take place only for 10 Assembly seats even though as many as 26 MLAs _ 23 of the Congress, two of Telugu Desam and one of Praja Rajyam _ loyal to YSR Congress president YS Jagan Mohan Reddy had resigned from the Assembly in protest against mention of former chief minister YS Rajasekhara Reddy’s name in the CBI’s FIR in case against Jagan.Three other Congress MLAs, also loyal to Jagan, did not resign, claiming that their resignations submitted in support of the Telangana cause were already ‘pending’ with the Assembly speaker.The ruling party’s view indicates that speaker Nadendla Manohar is going to accept the resignations of only those MLAs against whom disqualification petitions are pending and those who had resigned for Telangana statehood.Disqualification petitions are pending against seven legislators _ N Prasanna Kumar Reddy (Kovur), Y Balanagi Reddy (Mantralayam), K Surekha (Parakal), C Adinarayana Reddy (Jammalamadugu), A Amarnath Reddy (Rajampet), G Srikanth Reddy (Rayachoti) and B Shobha Nagi Reddy (Allagadda).The speaker has reserved his order in respect of rebel TDP legislator N Prasanna Kumar Reddy and also on resignations of Telangana TDP MLAs N Janardhan Reddy (Nagarkurnool), K Harishwar Reddy (Parigi), S Venugopala Chary (Mudhole) and J Ramanna (Adilabad).The Legislature Secretariat has served notices on G Srikanth Reddy (Congress) and Y Balanagi Reddy (TDP) directing them to present themselves before the speaker at 4 pm on September 3 to give their explanations on their resignations.The speaker has met the four Telangana MLAs individually and heard their views on the resons for resignations.He has reserved his judgment on the issue.It is learnt that Venugopala Chary’s (TDP) resignation is not in the proper format and is likely to be rejected.The speaker is likely to disqualify Parakal MLA Konda Surekha based on a petition filed by the Congress legislature party seeking her disqualification, and accept the resignations of six Jagan supporters _ Srikant Reddy, Amarnath Reddy, Adinarayana Reddy, Prasanna Kumar Reddy, Balanagi Reddy and Shobha Nagi Reddy.He will also accept the resignations of three Telangana MLAs Janardhan Reddy, Harishwar Reddy and Ramanna.On July 23 Manohar had rejected all the 101 resignations submitted by Telangana MLAs belonging to the Congress, TDP, TRS, CPI and BJP on the grounds that they were submitted in an “emotionally surcharged atmosphere”.Nagam and his company submitted their resignations again and have been insisting on their acceptance.In the case of Pocharam Srinivasa Reddy (Banswada), who quit the Assembly and TDP to join the TRS, the speaker accepted his resignation in spite of a disqualification petition was filed against him by the Telugu Desam legislature party.The Election Commission is yet to issue a notification on holding by-election for the Banswada seat.
