The Himachal Pradesh government announced strict measures against overcharging at liquor shops following a recent video exposing such practices at an establishment in Manali. The state’s Excise Department is currently investigating the incident, prompted by a formal complaint. In response to growing concerns, the state Cabinet met on Saturday in Shimla and made a significant decision regarding liquor pricing. The new regulations stipulate severe penalties for overcharging with a fine of up to Rs 1 lakh and the license of the offending operators may also be revoked.

The fine structure is as follows: Rs 15,000 for the first complaint, Rs 25,000 for the second, Rs 50,000 for the third, and Rs 1 lakh for the fourth. Should a fifth complaint be lodged, the operator’s license will be cancelled. Confirming these details, Congress MLA Harshwardhan Chauhan emphasised the government’s commitment to addressing the issue effectively.

New Policy and Recent Issues

The Himachal Pradesh government recently implemented a revised excise policy that mandates liquor be sold at the minimum support price (MSP). Under this new policy, the maximum additional charge allowed over the price listed on the bottle is 30 percent. For example, if a bottle is priced at Rs 100, the maximum sale price cannot exceed Rs 130.

Despite this regulation, a recent incident in Manali revealed discrepancies. A consumer documented and shared a video showing that a quarter bottle priced at Rs 140 was being sold for Rs 260. The video went viral, prompting an investigation by the Excise Department into the alleged overcharging practices.

Himachal Pradesh’s excise policy divides the state into three zones, each covering four districts. If you encounter overcharging by a liquor contractor, you can file a complaint with the Excise Department using the following contact numbers:
