BHUBANESWAR: The Orissa Human Rights Commission has asked the State Government to consider giving a relief of Rs 1 lakh to the family of one Nilaya Kumar Ray of Jagatsinghpur who had died at a recruitment rally of OSAP in Koraput last year.The commission, while emphasising that there had been no lapse or negligence on the part of the organisers of the test/interview and it does not hold it as a case of compensation, has cited the sanction of Rs 1 lakh from the CM’s Relief Fund in a similar case in Bhubaneswar. The State Government is free to consider the request of relief out of the CM’s Relief Fund made by the Collector of Koraput, the commission has opined.Nilaya had gone to Koraput to take a test for the post of the constable in OSAP, 3rd Battalion, on November 15, 2011. On the day of the test, after completing the 5-km cross country at around 7.30 am, he felt uneasy and fell down. He was immediately rushed to the district headquarters hospital, Koraput, but succumbed during treatment. The India Media Centre had filed a petition with the OHRC seeking compensation for the bereaved family alleging that proper facilities were not made by the authorities. The OHRC had sought a report from the OSAP, 3rd Battalion, Commandant, on the arrangements made for the conduct of the interview and tests. The report stated that all necessary arrangements were made for the candidates. They were provided accommodation, food and drinking water and medical treatment. A medical officer along with staff of the unit hospital were present on the ground with medical equipment and ambulance. About Rs 22,000 was given to the family of Nilaya from the Battalion Welfare Fund for funeral rites.
