BHUBANESWAR: Even as the Government has set a target to construct 2,52,377 houses under Indira Awas Yojana (IAY), the rural housing scheme for the poor, in 2011-12 only seven per cent of the target has been achieved. The physical achievement under the programme is nil in Ganjam, Kalahandi and Nabarangpur. In the three districts not a single housing unit has been completed during the last five months of the financial year while the achievement in Bhadrak and Kandhamal is one per cent. The performance of Jagatsinghpur and Malkangiri districts is equally depressing. The Government has sanctioned 4,905 IAY houses for Ganjam district while the number of units sanctioned for Kalahandi and Nabarangpur are 2,158 and 447 respectively. While the current year target is over 1.42 lakh units, work orders have been issued to 44,243 BPL beneficiaries for house construction. According to the latest report, 18,509 houses were completed by the end of July while over 1.36 lakh houses, including 1.10 lakh spilled over from the last financial year, are under construction. Of the Rs. 501.78 crore available with the State Government under IAY, Rs. 61.37 crore has been utilised which is 12 per cent. The performance of the Government was no better during the corresponding period in 2010-11. The utilisation of fund was only seven per cent. ‘’Gajapati, Jagatsinghpur, Malkangiri, Rayagada and Sambalpur districts have not received the first instalment of the Central assistance under IAY due to non-submission of compliance reports on objections raised by the Ministry of Rural Development,’’ a senior officer of the Panchayati Raj Department said. The Centre launched a scheme in August 2009 to provide homestead land to the landless IAY beneficiaries. Financial assistance of Rs. 10,000 is provided to each beneficiary for purchase of land if suitable Government land is not available. The Centre has earmarked fund for purchase of homestead land for the landless IAY beneficiaries. However, not a single beneficiary is neither provided home site nor financial assistance for purchase of land due to lack of response from the district. ‘’In spite of several reminders to the district collectors, no proposal has been received from the districts,’’ sources said. Under Mo Kudia, a target was set to construct 29,563 houses, including last year spilled over 16,386 houses, in the current financial year. So far 2,634 houses have been completed which is nine per cent. Sixteen per cent of the fund has been utilised out of Rs. 66.18 crore.
