HYDERABAD: The high power committee on Polavaram project tenders has finally recommended to the state government to cancel the tender awarded to M/S SEW Patel-AMR (joint venture) and call fresh tenders. “We have recommended to the state government to cancel the tender for L1 (SEW company) and call for fresh tenders,” major irrigation department principal secretary and a member of the high power committee SK Joshi told Express. He added that the final decision is in the hands of the state government.It may be recalled that the government had short-listed Southern Engineering Works (SEW) to execute the works for the spillway, headworks, earth-and-rock-fill dam and excavation for the power house, all worth Rs 4,717 crore. The tenders were invited in October 2011 and seven companies participated. But, the decision to award the contract to SEW ran into rough weather when opposition parties said that SEW was ineligible and was given the contract in order to end the Sakala Janula Samme of Telangana employees. CL Rajam, who owns Namasthe Telangana, was one of the directors in SEW Patel consortium. Rajam is also a close aide of TRS chief K Chandrasekhar Rao.TDP contended that as per the condition 30-C-3 of financial requirement of tender details, the bidder should have satisfactorily completed similar works of value not less than `2,250 crore (not less than 90 per cent of the contract value) as a prime contractor or as a lead partner in a joint venture (JV) in the last 10 financial years. The firm (M/s SEW-Patel-AMR JV) could not meet this condition and was, therefore, ineligible.
