CHENNAI: The National Commission for Protection of Child Rights (NCPCR) has sent a notice to the State School Education Department to probe, report and act on a complaint of commencement of admissions in certain private schools near Chennai even before the completion of the current  academic year. The school education department has been asked to submit a report in 15 days.The notice, dated December 29, 2011, was issued by Lov Verma, Member Secretary, NCPCR, and was addressed to the Principal Secretary of the Department as a sequel to a communication from Tamil Nadu’s special representative to NCPCR, Henri Tiphagne. It stated that there was an advertisement regarding admissions at entry level in six private schools on Ponneri Road, 30 km from Chennai, published in a daily during the third week of December 2011.The communication from Tiphagne­— addressed to the school education secretary with a copy to the NCPCR— stated that under the Right to Education Act, kids from disadvantaged or weaker sections were bound to get admission to private schools in their neighbourhood and entitled to free and compulsory education till they completed Class 8. “It is customary for private schools to fill seats at entry level by December and January. The trend continues. This would lead to a situation where the schools will take a stand that they will not be in a position to implement RTE Act from 2012,” Tiphagne told Express.“The State should either direct the schools not to call for admissions before the completion of the academic year or to freeze the 25 per cent reserved seats under this quota for free education. Otherwise, they will take this as an excuse for not implementing RTE,” he said.
