Fortunately, the process for unlocking Pauline in Super Mario Party Jamboree is quite easy, and this wikiHow will explain it.

Steps

Know that there are no specific progress requirements for unlocking Pauline. Whether you've just purchased the game or you just need to unlock Pauline in order to fully complete it, You should be able to unlock Pauline, regardless of the progress you've made in the game, as soon as the opening cutscene is finished.

Enter the hot air balloon if you haven't done so already. You will need to use the hot air balloon to unlock Pauline. The hot air balloon is located in the Party Plaza, right next to the "Online Match" machine, on a platform. To enter it, climb the stairs. When the buttons appear on screen, press the right button, as indicated (it will be colored in yellow), to enter the hot air balloon. In addition to the buttons appearing on screen, you'll also know you're able to enter the hot air balloon when you see "Balloon" and "Join the party!" in the upper lefthand corner of your screen. When you enter the hot air balloon, a cutscene will begin. To skip it, you can press either the plus or minus button (depending on which controller you're using - if you're playing the game in handheld mode, you can press either button).

Move the hot air balloon around using the left control stick until you reach Minigame Bay. Once you've reached Minigame Bay, keep going slightly to the left. You should eventually notice an island with someone standing on it, by an umbrella and a lounge chair - this is Pauline. The island that Pauline is standing on should have sand, not grass, on it, as well as a palm tree towards the back.

Zoom in on the islands using your controller's top button. Once you've located the area by Minigame Bay that has Pauline in it, use your controller's top button to zoom in. After you've zoomed in far enough, press the A button, and the Yellow Toad you're with should then invite Pauline to join. Once this has happened, you have successfully unlocked Pauline in Super Mario Party Jamboree.
